Rio de Janeiro required a security system capable of integrating Police, emergency services, Navy and public transport. Transportation was also required for athletes. A mountainous environment made this difficult. Following its success in simelar situations across Europe, TETRA was the system of choice.

In order for the system to work the antennas were required to perform in various situations, including high temperatures and marine environment. These abilities were tested along with electrical performance. Panorama's wide range of TETRA antennas met all these criteria and were chosen for the event.
